Position: Federal Program Manager

Location: Indianapolis, IN

 

American Structurepoint is seeking a Program Manager to join our growing Federal Practice. This leader will own client accounts, manage federal design programs, and drive strategic growth across multiple agencies.  The ideal candidate has deep experience with NAVFAC and USACE, understands federal design and construction processes, and excels at client engagement and multidisciplinary team leadership.  

 

This is a high impact position that blends program leadership, client account management, business development, and project delivery excellence. 

 

Responsibilities

Client Account and Program Ownership

  • Own selected federal client accounts, including NAVFAC, USACE, AFCEC, or similar DoD agencies.
  • Lead long term management of key IDIQ, SATOC, and MATOC programs, including strategy, client satisfaction, and task order delivery.
  • Develop and maintain deep relationships with federal program managers, contracting officers, project engineers, and installation leaders.
  • Lead capture strategy for follow on contracts and new agency opportunities, including positioning, client meetings, and competitive analysis.
  • Represent American Structurepoint at federal conferences, industry days, and design build forums.

 

Program and Project Leadership

  • Direct multidisciplinary design teams across multiple simultaneous federal projects.
  • Oversee scope, schedule, budget, quality, risk, and deliverables at both project and program levels.
  • Ensure compliance with UFC criteria, DoD standards, NAVFAC and USACE processes, and all applicable federal requirements.
  • Guide teams through design reviews, technical validation, and constructability coordination.
  • Serve as the primary point of contact for federal clients and teaming partners.

 

Business Development and Federal Market Growth

  • Partner with the Federal Principal and Federal BD Director to drive opportunity pipeline development and pursuit planning.
  • For assigned clients, own pipeline tracking, lead forecasting, and revenue growth planning.
  • Support proposal strategy, technical writing, staffing plans, and project approach narratives.
  • Lead capabilities briefings and teaming discussions with other A and E firms, contractors, and program partners.

 

Financial and Operational Excellence

  • Track program performance, including revenue, margin, backlog, bookings, and resource needs.
  • Monitor earned value, project variances, and financial KPIs for assigned programs.
  • Forecast staffing needs and coordinate with internal studios to ensure workload alignment and quality output.
  • Contribute to continuous improvement of federal processes, templates, and QA QC systems.

 

Leadership and Staff Development

  • Mentor project managers, assistant PMs, and emerging leaders in federal project delivery.
  • Provide coaching on federal standards, client communication, technical quality, and planning.
  • Support growth of the future Federal Studio as opportunities expand.

 

Travel Requirements

  • 10-25% travel, depending on program needs, client meetings, and federal installations

 

Qualifications

  • U.S. citizenship is required for federal contract work
  • Bachelor’s degree in architecture, engineering, construction management, or related field
  • Minimum 10 years of experience managing federal architecture and engineering (A/E) programs or DoD facility projects
  • Demonstrated experience with NAVFAC processes, design reviews, and project delivery requirements
  • Ability to lead large multidisciplinary teams across multiple offices
  • Strong client relationship skills and proven ability to manage complex federal contracts
  • Ability to obtain and maintain federal security clearances as required

 

Preferred Qualifications

  • Prior military service with the Navy Seabees or Civil Engineer Corps
  • Existing relationships with NAVFAC, USACE, AFCEC, or other DoD clients
  • Licensed Professional Engineer (PE) or Registered Architect (RA)
  • PMP certification or ability to obtain it within an agreed upon timeframe
  • Experience managing IDIQ programs, multiyear federal task orders, or large program portfolios
